Abstract


Land as a natural resource and social wealth, living conditions of farmers and important social protection. The household contract responsibility system based on the implementation of the land contract system , stimulate the country hundreds of millions of peasants original passion for the land , improve rural productivity , and promote rural economic development . However, in the new historical stage, with the gradual deepening of reform and opening up , accelerate the process of agricultural industrialization in history played an important role in the land contract system generated a lot of problems, such as increased land conflicts , such as poor land transfer . These problems have affected the rural reform , development and stability of the overall situation. The main reason for this situation is that the right to land contractual management effectiveness Jus incomplete , is not complete.
