Abstract


As the world's most important bilateral relationships in the world , China-US relations, the most sensitive and important issue is the Taiwan issue , and the Taiwan issue we face is often the U.S. government and the U.S. Congress two opposite attitude. After the Cold War , the United States Congress diplomatic influence significantly enhanced, particularly the United States Congress in diplomacy toward China 's Taiwan policy is increasingly on their own voice , making an impact on the U.S. government to Taiwan the main variables , and often play a very negative character. This article discusses the analysis time is defined as the Cold War , the U.S. Congress on U.S. policy toward the role of the body is divided into four parts: the first part is to provide a theoretical analysis of the background paper . Congress focuses on the constitutional basis for decision-making power diplomacy , and discusses the U.S. Congress and the president on diplomatic privileges competition history. . The second part of the study focused on the post-Cold War U.S. three Sino-US relations during the administration of President of the United States Congress in osmotic changes in U.S. arms policy-making role and performance , mainly in cases of argument to explain the behavior of the United States Congress to guide and contain Administration Taiwan Policy , constitute the main content of U.S. policy toward Taiwan and framework . This part is the key and difficult . Part III delve into the U.S. Congress to actively influence U.S. policy toward Taiwan motivation. This paper argues that the important role of parliament is constituted by a variety of factors . Including ideological factors , post-Cold War international environment factors , Congress internal factors as well as the Taiwan authorities constitute lobbying work. The fourth part is the conclusion . Main policy recommendations , based on the foregoing analysis, proposes to strengthen and improve the work of the United States Congress to lobby policy recommendations .
