Abstract


1895 to 1911 is an important stage in the late Qing diplomatic history . At this stage, the majority of people in the face of incompetence and cowardice of the late Qing government powers pressing harder and harder , setting off a series of the foreign mass movement against foreign forces , such as the Boxer Rebellion , refused to Russia Movement , Boycott , late the Qing diplomacy has had an important impact . This article looks at the diplomatic decision-making process of the late Qing government to deal with foreign-related mass movement in this period , try to put the late Qing government 's diplomatic decision-making mode . In this paper, the empirical research methods , first along the 1905 boycott of U.S. goods movement development context points origin , development , the climax of three stages of treatment the diplomatic boycott decision-making process of the late Qing government . The severity of the analysis can be seen in the development process of the boycott , the problems faced by the Diplomacy of Late Qing is also changing , and foreign policy decisions also exhibit different characteristics . This article according to the foreign mass movement during the late Qing diplomatic face of the extent of the problem , the entire diplomatic process can be divided for the day - to - day diplomatic incident \the severity axis , summarized in the different stages of the law , and put forward a diplomatic decision-making model assumptions .
