Abstract


To democratization institutionalized scientific goals of the party and government leadership cadre selection and appointment system reform in the early 2000s as an important part of the reform of the personnel system, to enter the stage of comprehensively promote. This article nearly twice the provincial party chief leading cadres general situation as the research object, research on the effectiveness of the operation of the selection and appointment system of provincial party and government leaders, Therefore, we propose two hypotheses: the core of the political system of power relations. The effective functioning of the political system, the premise must be specific mechanisms, procedures, rules of perfect. Around two basic assumptions, the paper argues, and several important point. First, the core issue of the reform of the provincial party and government leadership cadre selection and appointment system is the attribution of the appointments right, it determines the system in reality exactly how performed. The current system of practice that reform is still not touched the the central appointments of the fundamental issues. Second, although the practical results of the provincial party and government leadership cadre selection and appointment system shows some progress, but these advances are not entirely due to the reason of the reform itself, but also to see the changes in the social sphere and the economic sphere to promote play role. Third, the electoral system delays fundamental reason to play a substantive role, is that the ruling party is still not a correct understanding of the democratic political positioning. Fourth, from the point of view of the actual operation of the electoral system there are still many of the specific rules and procedures for the design on the blank, in actual operation, these gaps tend to be appointed system some inertia practice fill. This result in the form of the electoral system, although there is also one of the reasons why they can not play a substantive role. Therefore, to make the electoral system really play a role, we must first improve the system of mechanisms, procedures and rules, and ensure that the electoral able to independently exercise their right to vote.
