Abstract


In the late Middle Age, the English society came into a time of transformation, as the increase of population, enclosure, disbandment of abbey and revolution on price, the English society plunged into a crisis of poverty, the government was confronted with an austere tribulation. Therefore the poor relief of England took place a series changes. These changes make a steady foundation for England which established the first social security system in the world. Hereon, this text takes a investigation of these transformations in church, Privy Council, lawmaking, countryside and town, expecting to find out the measures which the government settled the problem. These can help us to perfect our welfare system.
