Abstract


The author believes: Comrade Dengxiaoping summarized the historical experience of ours and other countries?about the building of democracy since the Third Plenary Session of the Eleventh Central Committee. He put forward a series of scientific theories of these, then revived and initiated a host of forms and ways according to the characteristics of our socialist modernization. First, democracy is the essential requirement of the socialist system. That is no democracy equals to no socialism. Second, the building of democracy is the demand to clean up the influence of the feudal autoerotism; to avoid the mistake of the 揋reat Cultural Revolution?and the like; to fully demonstrate the superiority of our socialist system; to protect right of the majority. Third, the principles to be persisted in building democracy: these principles must be integrated with the lead of the Party The democratic right of Chinese people was obtained through struggles led by the Communist Party of China; The extension of the socialist democracy was directed by the guiding principles and policies of the Party; the education led by the Party, which increased the quality of the main body of the socialist democracy. It is impossible for people to have democracy for the lack of the Party’s leadership. The CPC plays an indispensable role in the process of building socialist democracy. The building of democracy should be carried on step by step and made the focal points stand Out. We should make coordinated growth in the socialist democracy and economy, that is , rab by two hands at the same time. We should pay attention to economic democracy and protect people’s legitimate rights in the present stage, so as to promote the economic development and lay a profound economic foundation of building democracy. We should attach importance to the democracy at grass-poots level, arouse the enthusiasm of the people and the primary organization? We should give more right to people, especially more free right to peasants and workers in rural enterprises and other residents. The quality of democracy is not congenital, we should train people in this field and cultivate it by means of practice.
