Abstract


On June 5,2008, "Country Intellectual property rights Strategy Summary" promulgates the implementation by the State Council. In order to implement and realize "Country Intellectual property rights Strategy Summary", Gansu Province has also promulgated "Gansu Province Intellectual property rights Strategy Summary" and "the Gansu Province Intellectual property rights Strategy Implementation Advancement Plan (2011-2012)", the intellectual property rights strategy implements the comprehensive advancement. At the same time, to appraise the intellectual property rights strategy implementation work progress and the result comprehensively, the intellectual property rights strategy implementation achievements appraisal work also in the national exploration development.At present, Gansu Province did not have releasing in view of the intellectual property rights strategy implementation achievements appraisal concrete plan, therefore, this article take the Gansu Province intellectual property rights strategy implementation as the object of study, studies the Gansu Province intellectual property rights strategy implementation and the achievements appraisal related question with emphasis; first, carried on to the intellectual property rights strategy implementation and the achievements appraisal’s concept and the theory combs, introduced American and the Japanese development intellectual property rights strategy implementation and the achievements appraisal work related procedure; Second, embarked from the Gansu Province intellectual property rights strategy practice, has analyzed the Gansu Province intellectual property rights strategy implementation present situation,from the system theory and achievements management theory’s angle embarking, pointed out that the Gansu Province intellectual property rights strategy implementation the key lay in the development achievements appraisal; Third, according to the Gansu Province reality, conducts the research to the Gansu Province intellectual property rights strategy implementation achievements appraisal’s basic question, the overall analysis appraisal main body, the appraisal object, the appraisal indicator system’s construction, appraisal method, appraisal result’s questions and so on utilization, proposed the Gansu Province intellectual property rights strategy implementation achievements appraisal plan construction mentality; Fourth, proposed in the Gansu Province intellectual property rights strategy implementation achievements appraisal needs to pay attention the question, expected through to the Gansu Province intellectual property rights strategy implementation and the achievements appraisal’s system research, provides the reference for the Gansu Province development intellectual property rights strategy implementation and the appraisal work..
