Abstract


The article first clarify the meaning incentive to draw the general pattern of motivation on the basis of a combination of many scholars of human needs, behavior research, and discusses the role of incentives. Due to the existence of the separation of ownership and management of state-owned enterprises, the principal and the agent of the objective function is inconsistent, information asymmetry, risk and responsibility asymmetry is a direct result of the agency problems between the owners and operators. As a result of China's state-owned enterprises, the unequal status between the principal (the government) and corporate agents, the agent does not have the residual claim, resulting in the principal-agent efficiency. China's state-owned operators incentive in the following problems: the incentives of the operators subject vacancy; operators the incentive is not enough; single form of incentive, the emphasis on mental stimulation, material incentives are not in place; operators pension is too low generally felt livelihood security after retirement; lack of operators selected, out of the competition in the market; lack of long-term incentives; lack of a comprehensive system operators behavior appraisal index system and sound system. According to the status quo, the innovative design of the incentive model of state-owned operators. First reconfigurable owned Enterprises body. The government will own as part of shareholders' rights owned by the state-owned investor the operating agency granted qualified state-authorized investment of state-owned assets, the government financial allocation of funds invested enterprises into the borrowed funds. Operating agency of the state-owned assets as shares held by a separate legal entity after the reform of state-owned enterprises, operators incentives main problem can be solved. After the reform of state-owned enterprises and improve their corporate governance structure internal to select operators to adopt market-oriented approach, and by the manager of the market, competition in product and capital markets put pressure on the operators from outside the enterprise; design all kinds of material and spiritual incentives within the enterprise . Such enterprises through internal and external incentives prompted operators to work hard for the owner to maximize profits. Operators establish a scientific evaluation mechanism within the enterprise, to the operators of the comprehensive evaluation of the results by all indicators, and accordingly its rewards and punishments. Incentives can play better utility should establish a sound system, measures.
