Abstract


The party's 15 big reports pointed out that shareholding system is an effective form of realizing public ownership. Shareholding system as an effective property right system, can improve the efficiency of the micro economy, is beneficial to the scientific and technological progress of state-owned enterprises; Will be conducive to the transformation of state-owned enterprise management system; Conducive to the rational use of production resources and optimize configuration; To arouse staff's production enthusiasm. Existing state-owned small and medium-sized enterprise, basically be established under the planned economy system, since there is no set up the real modern enterprise system, enterprise property right is fuzzy, lack of running autonomy, cannot become the subject of market competition and therefore most of the assets management condition deteriorates, production at BanTingChan state. Joint-stock reform of state-owned small and medium-sized enterprises, has become the enterprise out of the main means. Paper, from the perspective of the analysis of our country state-owned enterprise restructuring process, in yueyang city a few small enterprise shareholding system reform in the home for instance, some of the shareholding system reform of the existing model are studied, and influence enterprise shareholding system reform of the relevant supporting policies are discussed in this paper, puts forward state-owned small and medium-sized enterprises should choose according to their actual suitable shareholding system reform pattern.
