Abstract


The research purposes allocation of health resources fairness are many issues that must be addressed to the sustainability of health services in critical, fundamental issues. As a national and regional availability of health resources are limited and scarce, so, fair and reasonable allocation of health resources and improve the efficiency of resource allocation, has become the primary concern of the world's national health reform. In this study, the configuration of maternity and child care health resources in Guangdong Province as the research object, configure basic maternal and child health agencies and health resources in Guangdong analysis based on the configuration of the province's maternal and child health agencies and health resources fairness comprehensive evaluation, reveal Guangdong Province, maternity and child care health resources to configure the fairness of the status quo, to optimize the allocation of health resources in Guangdong Province, to improve the efficiency of the use of health resources, and to provide reference for the development of regional health development plan, so as to promote sustained and healthy development of the cause of women and children in Guangdong Province. Methods In this study, the main application of Excel2007, SPSS15.0, SAS software, configure basic descriptive analysis of maternity and child care health resources in Guangdong Province analysis; configuration using Lorenz curves and Gini coefficient of the Guangdong Provincial Health fair degree of analysis and evaluation. The results (1) allocation of health resources is uneven, some cities in maternity and child care infrastructure behind. (2), Guangdong Province, maternity and child care services provide the ability to vary greatly, some cities maternity and child care service capacity is too low; other non-maternal and child health-related sections of the outpatient, inpatient certain proportion. (3) the total lack of medical staff, lower staffing geographical fairness. (4) Human Resources Career constitute an unreasonable health care than does not meet the national recommended standard. (5) human resources titles Educational Level is not reasonable, the extreme shortage of high grade, highly educated people. (6) overstaffed widespread, staffing is not reasonable, hinder the development of maternal and child health agencies. (7) training to carry out the work is not enough, the large differences between cities. (8) total lack of device configuration, the city vary greatly, the device configuration fairness is too low, obviously expensive equipment configuration injustices, in some cities the lack of a more serious; the equipment GeoTargeting fairness lower, affecting the population access to services geographical accessibility. The conclusion of the study (l) to strengthen regional health planning, improve the infrastructure of the Guangdong Provincial Maternal and Child Health agencies. (2) to ensure a smooth channel for the flow of talent, reasonable adjustments to the structure of human resources of the Guangdong Provincial Maternal and Child Health agencies. (3) improve the professional standards of the existing staff, and improve human resources construction. (4) appropriate to increase the investment in equipment, configure the device in accordance with uniform standards. (5) strengthen the government's responsibility to promote regional rational allocation of resources.
