Abstract


After China's accession to the WTO, tariff protection gradually weakened in the international trade has increasingly become a country of origin the antidumping, countervailing, safeguard measures, such as the important tool of trade policy. In recent years due to the rules of origin cause of trade friction and disputes occur. Due to the different rules of origin and processing methods, has led to between China and the United States because the two sides of the import and export trade statistics caliber gap is too big, after textile quota problem happened in the trade friction of origin. Cause much attention of the leadership in China. Given that the WTO coordination of non preferential rules of origin is carried out, our country USES the international unified coordination rules of origin is also imperative. In this paper, through the introduction of origin and the basic concept of rules of origin, particularly through the WTO's rules of origin of the implementation of various current and will be introduced, as well as to our country the main content of the regulations on the import and export of goods country of origin and their application are expounded, explains the country of origin of the Chinese current legal system and its principle, and puts forward the necessity of establishing scientific and efficient management mechanism of origin, make readers to understand the status and role of the rules of origin in China's foreign trade, for the correct use of rules of origin to provide the necessary help.
