Abstract


Abstract: At present, our society is not only in the important period of strategic opportunities, also in the people of prominent contradictions. With the acceleration of the continuous development of the deepening of reform and opening up and socialist market economy, industrialization, urbanization and economic structural adjustment, the socio-economic component, forms of organization, employment structure and distribution of changes to speed up various social contradictions and the growing number of conflicts and intensification of mass incidents are often seen, but also a high incidence trends. Therefore, mass incidents legal governance in the current research in this context has a strong practical and theoretical significance. This article is divided into four parts: the first part of group events and their causes, the author listed first mass incidents across the country since 2008, the definition of mass incidents, generally characterized by a description of these events, the mass The events were classified according to different criteria. Then, from the socio-economic background, the legal system, the mechanism of expression of interest, political, social, psychological and cultural aspects, analyzes lead to mass incidents. Analyze the reasons for seeking a solution to solve any event should have a theoretical support to seek the governance group incidents theory is based on the premise of the legal governance group events; With basic theory of Sociology support this, four parts is demonstrated under the guidance of the theory, how to implement the governance of the law of mass incidents. A class of frequent mass event to demonstrate enact legislation to regulate the legal governance of mass incidents key; the mechanisms of argumentation and improve the interests of expression and the right to relief mechanism is the protection of the legal governance of group events; specific measures have: perfect petition system, smooth interests of the citizens to express channels, improve the judicial relief system. Judicial relief system to expand the scope of administrative litigation and the establishment of a public interest litigation system. In addition, although the law is the most effective means of governance group events, but the only method is not sufficient on their own \system, to play the role of non-governmental organizations. The most important feature of this paper is to choose the law of mass incidents governance of this interdisciplinary practical problems as the research object, using the results of research in the field of sociology and law, by logical reasoning typical case of \Analysis to draw some meaningful argument and conclusions of the final mass incidents governance into the orbit of the rule of law, some valuable reference argument for the stability of a harmonious society.
