Abstract


With the help of modern technologies, such as information technology, computer network technology and communication technology, the Police Criminal Technology Laboratory is achieving a layout of different class and the Evidence Examination & Identification System is able to execute by "classified test, step by step review", as consequence the Police Criminal Technology Laboratory Information Management system approach has been as competitiveness maker for the Public Security Organs (PSO). Data sharing and collaboration among local PSOs lead to the integration of central and local public security organs and it is an inevitable phenomenon of development. Improvement of computer technology, enhance of Information management skill and Scientific theory are three fundamental factors for the development of Police Criminal Technology in Public Security Organ. As an important integral part of national Golden Shield Project in PSO management information system, the Police Criminal Technology Laboratory in Shenzhen (SZGACTL) is a compound project with Golden Shield Project application standard and local information particularity characterized by Shenzhen City Public Security Bureau. After years of efforts, SZGACTL has became an effective criminal information management system with different functions:execute unified commission, criminal case set up, inspection and appraisal implementation, the formation, approval and reporting integration. As the same time, this system is playing a role of resourcing of personnel, evidence management, performance supervising, etc. Successful delivery of SZGACTL is creating a good project model and is contributing to national Police Criminal Technology Laboratory Information Management System Approach.In this thesis, firstly we make theory definition of laboratory management information system for criminal techniques, and then based on the analysis of the SZGACTL Information Management Project; we draw out development plan and the key ideas for its implementation. To ensure the success of project, by using the knowledge and methods of modern Project Management and Information Technology, we figure out different charters:offer & demand analysis, planning and designing, key expected implement results, conclusions and prospects and other aspects of analysis and research. As a conclusion, standardization, synthesis, integration, automation, parameter quantification, modular integration are the develop trend for Police Criminal Technology Laboratory Information Management system, and become a wide use in public security organs and judicial institution. This thesis is a deep analysis of SZGACTL Information Management Project, however, there is as well a certain reference value for others municipal system during their establishment and implementation stage.
