Abstract


In the Asian and Pacific chessgame, Japan is one important board game piece. At the beginning of the new century, Japan will act what kind of role, will have what kind of effect in the world especially in the Asian-Pacific area, will it continue to persist the peaceful development route, or move towards the great military nation, and how to change the relations with America, China, Russia, The Republic of Korea and the Democratic People’s Republic of Korea, these questions will attract many people’s attention.The Japanese diplomacy is being at the historical intersection. Nowadays Koizumi Cabinet must be describing the Japanese development prospect in the new century. In order to achieve its goal of being a great political nation, Koizumi Cabinet are making efforts positively. As the representative of the new era statesman in Japan, Koizumi belongs to radical reform faction of the Liberal Democratic Party. He has not only inherited from nakasoune’s“the theory of the great political nation”to Itirou Kosawa’s“the theory of ordinary nation”, but also been advancing the goal of the great political nation comprehensively. He agitates to revise the Japanese constitution, struggles to be a permanent member of the Security Council, makes efforts to the new great military nation.Koizumi Cabinet’s thought that Japan will become a great political nation is manifested fully in its diplomatic policy to America, China, Russia, The Republic of Korea and the Democratic People’s Republic of Korea. Japan further strengthens the union of Japan and America .It further closes up in politics, strengthens the consultation in the economy, steps a new stair in the military safe cooperation; tends to strongly the China policy, adjusts its attitude towards the historical problems to“the right”. It not only reduces to the aid of the Chinese government development, but also increases the competition in the energy aspect, and in the sensitive Taiwan problem, it developes the substantive relations with Taiwan; the Koizumi Cabinet seeks to improve the relations with Russia, seeks the energy cooperation by passing the territory question, strengthens the economics and trade cooperation policies; In treating the Korean Peninsula policy, adopts the cooperation policy to Korea, implements“the contact and the containment”policy to Korea, in order to find one place for Japan in solving the Korean Peninsula problem peacefully.It is not difficult to see from a series of diplomatic policies in the Koizumi Cabinet that Japan’s footsteps towards“the great political nation”has not been able to stand; it will strengthen the union with America in future; the relations between Japan and China can not be considered optimistically in one period of time.
