Abstract


Since the reform and opening-up policy and with the accelerating transformation of our society, all kinds of interests and conflicts have become increasingly prominent, and types of mass incidents also have been showed high trend. Frequency of multiple groups of local emergency has become a major factor of social stability, so deeper thinking about how effective early warning all types of mass emergencies has become the significant and practical problems which we must consider in building a harmonious society. It is very necessary for promoting social harmony and stability to establish mechanism of mass emergency warning.In order to do warning and pre-control the occurrence of mass incidents, firstly you must establish the monitoring of mass emergencies and warning indicator system, secondly the indicators should be established to run the warning and pre-control management system. Mass Emergency Prevention belongs to social stability research areas, thus establishing index monitoring and warning system of mass emergency must study the logical structure of the social stability system. Through studying on the theory of social stability and analyzing the main factors occurrence of unexpected events, author proposed a theoretical model of social stability, which is composed of six modules, including life-support system, economic support system, social distribution system, social control system, social and psychological systems and external environmental systems. Purposes of establishment of monitoring and warning indicator system for group emergency are warning and pre-control management and they is based on the theory of modern society warning research and methods, and achieves a set of efficient human-computer intelligent modern management system which included monitoring, evaluation, prediction, warning and countermeasure in computer system software aiding. Mass Emergency warning system has main functions:cognitive function, monitoring function, diagnostic function, and guide function. At the same time, collecting information system, treatment mechanisms and social psychological warning mechanism should be established in group emergency in order to safeguard warning management system of new group emergency to run.
