Abstract


When citizens take part in politics, on the one hand, this political participation guarantees the political rights and benefits of them, on the other hand, it also plays a great role in promote political democratization of our country. With the development of modern network technique, it provides a new platform and means for citizen political participation and improves the quality of this participation. This paper uses sociology, political science, communication and public management theory, and learns and absorbs the research production of public governance, citizen participation in recent years. With the theory of cooperation management, then this paper uses the method of theory with practice, induction and analysis to study this subject of citizens’ network participation.This paper starts with the meaning of the coordinated management, then identifies the concept and studies the value of citizen participation. Citizens’ participation helps to reflect the fairness, responsiveness, democracy and transparency of social public governance and promote the process of democratization. What’s more, the characteristic of network such as convenience, which provides a new channel to citizens’ network participation, is analyzed in this paper.While producing opportunities and promoting the communication between citizens and government, Network will also bring some risks, such as non-rational and unfair participation. Therefore, facing the complicated network environment, the strategies, which are citizens who participate in political participation through network, are studies in chapter four. Firstly, the government should change the management concept. Then the government should play its part. Thirdly, citizens should heighten their abilities from heteronomy and self-discipline in political participation. Fourthly, society should strengthen the supervision by public opinion in network participation. To be far-sighted based on current situation, we should promote the political participation of our citizens in network and stimulate the enthusiasm of citizen participation. Furthermore, this participation will promote the continuous development of our democracy.
