Abstract


China's accession to the WTO negotiations , some WTO members are worried that the rapid growth of the export products of China 's accession to the WTO impact and damage to its domestic market and the domestic industry , \reflected in the specific provisions of paragraphs 245-250 of the \Special safeguard measures may be specifically for the Chinese , since China 's accession to the WTO , has a considerable number of countries enacted pursuant to the terms of the corresponding domestic laws and regulations , and shall be implemented in practice , our domestic industry caused some impact and danger . The overall research process and the idea is to first review the sources of the history and evolution of the special safeguard measures , special safeguard measures initially in Japan and Eastern European countries and then just only applies to the history of our country , the proposed special safeguard measures for non- market economy countries apply; Secondly, expounded the basic content of the WTO general safeguard measures and special safeguard measures on the basis of the difference between the special safeguard measures and the WTO general safeguard measures ; selective and then from the special safeguard measures , special safeguard measures and the WTO basic principles of relations and other aspects of the legal principle of special safeguard measures the nature of the conclusion of the consideration for our special safeguard measures is a departure from the basic principles of the WTO , but also China 's accession to the WTO pay .
