Abstract


The project of management of introducing talents to the universities is currently at the crucial stage of improving quality. With increasing support from government for implement of any special project of introducing high level talents to the universities, it will be a general trend of management of universities in terms of managerial idea and method of project, which enable to strengthen specification and implementation of talents introduction, and make the best of efficiency so as to support key disciplines construction, faculty team construction, high level talents cultivation of universities and achieve the best benefit.This article is based on analysis of current status of introducing talents to the universities, integrated with theories of project management and practice knowledge to look for solutions by means of project management analysis, also integrated with comprehensive introduction from China university of Geosciences (Beijing)“111 Project”case study of talents introduction project management to obtain managerial plan for this project eventually.This Managerial plan has its own characters as follow:Based on persisting in project responsible person in charge, to establish talents introduction project management system for university rank, that is, set up leadership group for talents introduction project and project management office; strengthen planning links for the project; standardize the project evaluation process; open evaluation principles; apply the project mid-term inspection, Milestone Plan, the sample survey etc. methods to strengthen the project management and control; explicit purpose, method and procedure of performance and evaluation of the project, determine performance and evaluation of the project system. The article has laid out a managerial project towards introducing talents to universities; certainly, this project has to keep inspecting, improving and being perfected by way of practice in order to apply project management into the project of introducing talents to universities more efficiently.
