Abstract


The relation between government and citizen is always been important subjects that can’t be ignored. I propose "the interests person assumption" on the basis of absorbing and drawing lessons from forefathers already has research resulting because some to "economic person assumption" is so insufficient, which regard the government and citizen as "interests person". Setting out on the basis of combing several kinds of popular theories of relation between government and citizen both at home and abroad synthetically from then on. I define the essences of between modern government and citizen is relation of "the interests - the partner" that point out they should work in coordination and equality that get along.The relation between government and citizen with "interests - partner" that theoretical foundation of relation from interests dependence and inconsistency principles, and accompany the policy grown to across-fields effect and piles of level effects. As we know, the public policy is not only a bridge tie between modern government and citizen, but also the development intermediaries with interdynamic relation of government and citizen. So we must explain and define public interests again. Furthermore, we insist public interests are value orientations of public policies. It is the key point of reinventing modern new relations of government and citizen.Researching approach to combine game theory, this paper makes some game-theoretical analysis in the relation of government and citizen with "interests - partner" relation. Then it restructures out the equilibrium model of game of the relations between government and citizen. At the same time on the basis of introducing the power factor to analyses, set up one and analyzed the frame basically —Namely the logic model that played game between government and citizen: Interests Demand (the interests play game) -Power Participated (power plays game) —Policy Represented (policy plays game). The activity subject of running through this model is all kinds of public organizations made up of "interests person". So, this paper maintains a play game system between government and citizen through reasonable design, and forms a certain interests structure and power structure, thus it develops the new relations of government and citizen of on the win-win steady track.For practicing relations of government and citizen with "interests - partner " relation, we think it should make realizing public interests as one’s own duty between government and citizen while playing game to need, including in the game course of the interests, power and policy in an all-round way. Of course, we can realize if the concretely new relations of "the interests - the partner" are reinvented, it must start with setting up a set of perfect game mechanisms between government and citizen, and centre on three respects of democratic idea, system tool and operation mode, carry on the concrete practice way to design.
