Abstract


The enterprise system that government superintends and trader manages origins from the seventies of the 19th century to the 1990s. The system has special background of history. The military industry that "Westernization" group established in the sixties of the 19th century faces such difficulty as enormous economic pressure and raw materials, , fuel in short supply ,etc.. Under the pressure of foreign capitalism invading and feudal economy’s gradual disintegration, Qing Government faces crisis of finance, the government and "Westernization" group need the fund badly to alleviate the difficulty on landlord bureaucrat and comprador businessman accumulate a large amount of wealth rapidly under foreign capital and the support of Qing government,These people realize the strong vigor of modern industry in the ntcoact with foreign capital and they long for modern industry. Civil commercial capital develops in the pressure of foreign capital and feudal of China,and commercial capital longs for modern industry too. Under the strike of foreign capital and feudal ,Chinese peasant and handicraftsman turn poor little by little. The process that agriculture commercialize accelerate create social condition for modern industry production in China. All these factors make it possible the enterprise system of government superintends and trader manages appears. The system has gone through a very historical course from prosperity to becoming feeble and die The system has some activity factors. It has introduced foreign advanced technology. But this system has a lot of contradictions.There are great differences and contradictions on right of operation and management and understanding of this system between trader and "Westernization" group. These contradictions and difference have caused this system move towards failing finally,This system is a failed try. When the system of China gets into a difficult position ,Japan succeeds. The mode of government monopoly begins to turn to folk mode.
