Abstract


With the development of market economy in rural areas , the establishment of the social security system in rural areas has become the objective requirements of the current society . Masses of peasants in rural China has a population of 900 million , is the subject of socialist construction , and establish a social security system in rural areas , improve the socialist market economic system , promoting the coordinated development of the rural economy and society , and the construction of a well - off society in an all - round way , safeguarding the legitimate rights of farmers to maintain stability in rural areas , as well as building a new socialist countryside theoretical and practical significance can not be underestimated . Social security in rural areas relative to urban social security system , generally refers to the state or society in rural areas within this specific area , in order to ensure the economic security of the rural society of individual members and their families and to provide the necessary welfare , through legislative and administrative measures and the implementation of a public plan . It includes the accumulation of social insurance in rural areas , the rural social relief , social welfare , special care and placement , as well as social solidarity and personal savings guaranteed . Urban-rural dual reasons , to live off the land , the majority of farmers have long been excluded from the social security system , the security system in rural areas lagging supply becomes a major embarrassment in contemporary socialist China . CPC Central Committee in the new era made ??important instructions on the building of a new socialist countryside and deployment , and pointed out the direction for building a moderately prosperous society and push forward reform and improve the rural economic system as well as the establishment of rural social security system . In this paper, the first part of the analysis of the current plight of the rural social security system and missing the second part of my rural necessity and feasibility study of the establishment of the social security system , the third section focuses on how to build my rural social security system to make constructive recommendations.
