Abstract


Because of the big amount, multiple principle characteristics on non tax income, it comes to the status for long time abnormal management and expanding out of order.In order to meet the requirements of the market economy,emphasize the management of non tax income, establish the good order of non tax income, fulfill the public financial frame,efficient adjustment and regulate financial policy, to avoid and prevent the corruption from the beginning and regulation, it is a good approach for the management by establishing the non tax income system through informationization tools.This topic targeted at the non tax income stystem’s development and fulfillment from Tianjin Financial department,bring the project management solution into the system’s deveopment and implement.so that it can be applicable to multiple departments and more widely covered by different business and different areas.It gives details analysis on different problems and difficulties faced by the non tax income system’s development, use the scintific project management and methods, explored a set of government informationization project management style applicable for government operation.It gives a big guidance and reference purpose for our different stage government on operation of government informationization project.Based on the research of information system’s management theoretics and technique, this article gives general and details analysis on project scope, project schedule,HR, Purchasing, communication and risks for whole process on Tianjin Non tax income system’s development and implement according to the speciality of government informationization.And it also has indicated the government department as the consumer side, it might face the differnt project problems during the operation, it gives the problem reason analysis and solution as well.it can be helpful on decreasing the risks so that it can increase the efficiency and performance for system’s dvelopment, meanwhile, it can also increase the confidence on big software development, further push ahead for peoples’ confidence on government’s informationization progress.
