Abstract


With the accession to WTO, the rapid social and economic development, the development of domestic industries ,China is facing growing barriers of Technology, innovation and other aspects. We began to implement the activity of“Good Standardization Eenterprise”in 2004. By the past six years, a growing number of enterprises own the Honor of“Good Sstandardization Enterprise”, which efficiently integrated a large number of enterprise standards, norms, procedures, process cards, guide books, and a lot of management standards or management systems and operating standards as a system and improve the economic efficiency and the management level of enterprises. In order to enhance the competitiveness of local enterprises and the capability of independent innovation, local government departments also introduced a policy to give guidelines and help. However, when assessing the benefit taken by Good—Conduct on Standardization, most of enterprises can only give fuzzy concepts:“obvious”,“improve”,“effective”etc. The problem is that the index are indeterminate,and lack of systematic and pertinence. To accurately understanding of national standard of Good—Conduct on Standardization condition is of great significance to the study for the government to strengthen the effectiveness of standardization strategy.There are many resources relevant to how to set up good standardization enterprise in domestic. The application of performance appraisal methods in enterprises’human resources assessment and risk assessment became popular. However, nothing report about performance appraisal methods to Good—Conduct on Standardization can view. Thus this paper take the Good—Conduct on Standardization assessment as the hot topic.This paper is selected“research the system of assessment Good—Conduct on Standardization”as the research topics and mainly to carry out research in the following four aspects:(1) Defined the clear concept of“Good Standardization Enterprise”and analysis the connotation of the concept;(2) Construct the evaluation index system of“Good Standardization Enterprise”and modified it;(3) Exploring the Assessment model and determine the weight of evaluation index;(4)Application of Assessment model. From the system aspect,this paper uses the literature study, the theoretical analysis and the actual combination, practical a questionnaire survey and field research, qualitative research and quantitative research methods to give the Concept and connotation of Good—Conduct on Standardization;And from the industrial enterprise management process,it Built good standardizing behavior evaluation index system;It Analyzed the characteristics of complex system, and established the assessment method to industrial enterprises’Good—Conduct on Standardization. At last, it conducted the application of the assessment method of Good—Conduct on Standardization to gain the result of Good—Conduct on Standardization level of industrial enterprise, which at the same time provided basis for administrative decision-making.
