At present, the value of talent has been paid much attention to foreign enterprises, the development of staff has also become a common problem for many enterprises. PetroChina Party Group has proposed that management innovation, technological innovation and talent innovation are the key to enhance enterprises’s competitiveness. Talent is prerequisite and guarantee for oil companies’sustainable development and international competition. Technological innovation, management innovation and talent innovation all rely on talent, so talent innovation is the keypoint.The ideological and political work researches on human being, it is a kind of work to solve people’s thoughts, views and political positions, to raise people’s ideological consciousness. The ideological and political work is an important part of personnel training, it is an important part of the Party. It is not only an important approach to the Party’s lead, an important content to socialist spiritual civilization building, but also a strong guarantee to the economy development and all other works. China National Petroleum Corporation sent the first overseas business elite team since 1991, until now, overseas oil and gas projects have been expanded to 65, acrossing 25 countries and regions, the crude oil cumulative production is 179 million tons. There were some problems raising up while the booming development of the overseas business. Such as hard working environment, no guarantee of personal safety, worried about parents wife and children. Over time, these problems are evolving into a number of physical and mental illness.In this context, the start of the ideological and political work of these special population studies will point out a road for enterprise to solve the plight of the staff. In this paper, First, I put forward the meaning of this article and the research situation in the Introduction. Second, I made an overview of ideological and political work’s basis theoretical, pointing out that Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thinking of Three Represents are the theoretical basis for ideological and political work. Through an analysis of Daqing Oil Field as the main sample object, the present situation of overseas staff problems are founded. I emphasize that we must prepare nichetargetng on foreign oil workers in the ideological and political work. Finally, based on the analysis, I put forward a response of ideological and political work in the oil overseas employees.
