Abstract


Public policy is the authoritative redistribution of social and public interests, the formulation of public policy is to solve public problems, effective social management. In view of the importance of public policy, academia, it is a lot of theoretical studies. These theoretical studies, however, only gives the public policy tools significance, at the same time, a lot of research is only from its instrumental perspective to study public policy, which led to our lack of research on the value of public policy. This article focuses on the ethical issues in public policy making in China, and analysis of its causes, and then propose ways to resolve these ethical issues. This is to improve the social benefits of public policy making, improve the scientific and rational public policy making, legalization has a very important significance. This article is divided into three parts of the introduction, body and conclusion. The preface describes the purpose of this research, public policy research ethics situation, future trends. Text elaborated three questions, the first question is related to define the ethical reflection of public policy making in China, the meaning of public policy making, the meaning of ethical reflection of public policy making and public policy makers the need for ethical reflection; two problems is the analysis of ethical issues in public policy making in China; The third problem is the way to solve the ethical issues of public policy making, public policy makers in China should adhere to the basic ethical principles, to improve public policy develop the ethical level of the body to improve the ethical standards of the public policy-makers, and enhance the citizens' awareness of ethical principles, the establishment of public policy making ethical evaluation system put forward a solution to the problem.
