With the new China Unicom, China Telecom, China Mobile to complete the integration, in January 7, 2009 three communication operators at the same time obtained the 3G licences, started another round of new competition. In the market relatively weak China Unicom, how to advance one step high quality built 3G boutique network, WCDMA network; how to grab the step before the high-end customer market, becoming the key to reshape the enterprise brand image. Because the WCDMA network construction project investment is large, construction schedule tight, professional division of labor, complex engineering high quality requirements, do a good job of project schedule management is very important.In 2009 the Heilongjiang Unicom’s WCDMA network construction project as the research object, firstly elaborated the background and the characteristics of the construction project. Secondly, work breakdown structure, critical path method, tool and method for the preparation of the project schedule. Then combining with the project schedule management theory from the cost factor, organization factor, quality factor, risk factors in four aspects of the project schedule effect are analysed. The last use of the progress of the project management control theory, for the specific requirements and characteristics of the WCDMA network during the construction of the above four factors affecting the control measures. This article from the operator’s perspective, through the analysis of actual case describes the schedule control in project management importance, to the communication network construction project better schedule management and control has the important practical significance.
