Abstract


From the practice of countries all over the world , the outstretched speed of higher education is clipping from the 1980s till now.They made progress in both the scale and the quality. The relationship between higher education and each country’s economy is very close, but also has its own rule of development. During the period of the first five-year plan, in order to adapt to the development of economy and society, in order to satisfy the people’s desire to the higher education, in order to adapt to the demand of human resources, our country’s higher education developed by leaps and bounds. At present, the overall scale of our country’s higher education has already surpassed 20 million, occupied the first palce in the world. The gross enrollment rate in higher education increased from 9.8% in 1998 to 22% in 2006. In 1998 to in 2006, the number of enrolled students increased from 3.4million to 13.735 million, the increase was 3 times; it also means that in every ten thousand persons there are about 35.5 enrolled students in 2006 compared with 27.3 in 1998, the increase was 27%, our country’s higher education has reached an unprecedented level. Then, what’s the relationship between the higher education development scale and the economic growth? How should the government decision-making department carry on the system guidance? This important academic and realistic question becomes one of the important questions that the theory and the government extremely pays attention to.This paper synthetically utilizes the historical analytic method, the science abstract method, the comparison test, the association puts in order the method which with the nerve network law, the method of standard research and the real diagnosis analysis unified, the analytic method which the economic and the management study unified,the synthesis utilization economics of education, the investment study and the financial control study theory, takes the indicators such as GDP which reflects economic growth rate as independent variable,then establishes the regression analysis model, analyzes the relation of each indicator between economic growth and higher education development scale.Considering the main status of ordinary colleges in higher education ,the reliability of datas and many other reasons, this research absolutely selects the indicators of ordinary colleges when selecting the main indicators of higher education development, in case choice mainly by ordinary college primarily. Samples which are chose in the model establishment are main indicators of ordinary colleges in Shaanxi and Guangdong Province in partial years.Firstly ,based on the review of relative material,the paper carries on the review of the correlation literature,then explores the elementary theory of higher education development scale and economic growth. Furthermore mainly analyzes the unprecedented understanding of economical growth theory to the knowledge and the influences of higher education development scale grows to the economy and economic growth rate to higher education; Next, researches the relational model of economic growth rate and higher education development scale. In the foundation of carrying on the real diagnosis analysis to analyze the differences between region and benefitor development styles of our country higher education and how these differences engender; The third part carries on the real diagnosis analysis taking Shanxi Province as a example. Through the analysis of the present situation of higher education and the economical development in Shaanxi Province, Promulgates the questions which exist in the development,at the same time, carries on cooperates the entire analysis to analyze the non-linear relations of higher education and the economic growth in Shaanxi Province by using cooperates the entire analysis model; In the Fourth part researches the system through which the relation of our country economic growth rate and higher education development can be benign. Benefits from the enlightenment of overseas benignity system of relations between higher education development scale and the economic growth, analyzes the complex characteristic of the fluid relation between the devotion and the output in the higher education of our country.The paper’s main conclusion is: First, although the status of higher education in economy and society development becomes more and more important, the higher education development scale and the economic growth certainly not continuously presents the correlation linear relations. Second, Selecting the major indicators of higher education development scale and the economic growth in Shaanxi and Guangdong Province in 1995-2004 to develop practicality program for the BP nervenetwork model when using the internet application of MATLAB 7.0, Proves that there are non-linear relations between the higher education and the economic growth. Third, take Shaanxi Province as a example, utilizes cooperates the entire method to analyze present situation of economic growth rate and the higher education development scale in Shanxi Province, analyzes the formative reasons of the non-linear relations. Fourth, realizes the Benign interaction between economic growth and the higher education development scale, first must complete the higher education system innovation, including the higher education basic system innovation and the higher education concrete system innovation, This research has designed the the innovation which higher education needs to carry on in the system, and has carried on the discussion on our country higher education transfer payment system.The innovation of this paper mainly manifests in:First,the rational consider on the rational ponder of the linear relations between economic growth and the higher education development scale, proposes the relationship of non- positive correlation.Second, establishes quantity model which reflects the relation of the economic growth and the higher education development scale. Carries on the real diagnosis analysis to analyze differences between the region and the benefitor development styles of our country’s higher education including the reasons how these differences come by using the return model; Establishes relational model which refelects the relation of the economic growth and the higher education development scale by using the nerve network basic principle, and The rational consider on the program execution examination by using data nearly ten years of Shanxi Province and the Guangdong Province, using real diagnosis analysis to analyze the existence of scalenon-linear relations between economic growth and the higher education development.Third, carries on cooperates the entire analysis to analyze the non-linear relations of higher education and the economic growth in Shaanxi Province by using cooperates the entire analysis model, discusses the mobility problem of devotion and output in higher education.Fourth, explores the related system question of the relation between the economic growth and the higher education development scale. Then designs the concrete system innovation and the basic system innovation of the higher education and proposes some concrete measures; Puts forward that our country should establish the normative transfer payment system of the higher education finance.
