Abstract


Construction project is the typical type of projects, and it is rather important in today’s society. With the development of economics and the enlargement of investment scale of construction projects which are represented by municipal works, the government requires a more normative management function, because of the unsuitable of the traditional management function. The management level should also be improved. Among stakeholders, the owner is the total integration of the implementation process of projects, integrating the human resources, material resources and knowledge. The owner is also the total organizer of the project. In terms of a project, owner project management is the core of the project management. Therefore it is inevitable requirements to better and improve the project management of owners’for promoting project management level.As one common type of construction project, municipal project plays an important role in social life and economic development. Currently, domestic municipal works construction projects are mainly on government investment. With the rapid development of market economy, the increasingly intense of urban development, the expanded city scale, and the gradually improve of the degree of social civilization, people’s demand of the quantity and quality of municipal infrastructures grows. A government department who is the owner of municipal projects is focusing on the implementation process in the traditional management. This way is no longer suitable for the need of society development. Government departments should track and control the whole process from the planning to the maintenance and management after the completion.Currently there are not too many researches on the owner project management. This paper aims to establish a project management system, which target the municipal projects, from the perspective of the owners. This system can provide some theoretical guidance for many municipal project owners. Based on the framework of project management systems, through the analysis of current problems in owner project management of municipal project and literature review, this paper studies as follows:The first part, composed of chapter 1 and chapter 2, reviews the status of municipal projects, then points that it is necessary to establish an owner project management system of municipal project with Chinese characteristics. Through the review of development of project management and the compare of the influential systems in the word, this paper draws a framework of project management system. These systems differ from each other, but they all contain two parts:management elements and management process. The two parts are important part of the system in this paper.The second part, composed of chapter 3 and chapter 4, is the main body of this paper. On the basis of many project management systems, through induction, analysis and summary of many literatures, this paper establishes the basal model of project management system of owner’s perspective. The system is composed of three dimensions:life cycle, management process and management elements. According to the basal model, the chapter 4 concludes the management system of owner’based on municipal projects with Chinese style through the analysis of features of municipal projects.The third part, composed of chapter 5 and chapter 6. Chapter 5 conducts an empirical research with a typical municipal project of Tsinan city to testify the feasibility and practicality of the established system. Chapter 6 summaries the conclusion of this paper, and point out the deficiency.Through the three parts, this paper establishes an owner project management system of municipal project, which makes project value chain principal path, departs the whole process of management from three dimensions, and clears the list of activities of each point. All these studies can provide owners of projects a comprehensive guidance. It has a great significance on the construction of owner project management system with Chinese characteristics and the knowledge elements of project management in line with domestic culture. Meantime, this paper provides some perspectives and methods for the future research on this subject.
