Abstract


Resource-based cities as the origin of the important energy and raw materials , has made important contributions to economic development and social construction . But with the national industrial policy and resources lifecycle , making a kind of urban sustainability encounter serious bottleneck problems , the original urban development patterns greatly impact . Get rid of special -dependent urban development resources to achieve the strategic transformation of the mode of economic development of resource-based cities , fundamentally , many cities have put forward policy initiatives of the respective strategic restructuring . Zoucheng as a more typical resource-based cities , coal mining and related industries account for more than 75% of the industrial added value . \In this context , from the angle of talent and intelligence support to foster new economic growth point , the research status and strategies of human resource development countermeasures , the smooth realization of the of Zoucheng economic and urban transformation has important practical significance . This paper introduces the research background and significance ; Second expounded the theory of the human resource development ; again Zoucheng relevant data in recent years , made ??an empirical study of the relationship between the Zoucheng human resources and regional economic development , and analysis of human resources on economic development and contribution , to identify the problems and deficiencies in the process of human resources development , and to predict the trend of economic development and resources for urban transformation of the human resource needs of , and finally propose countermeasures of human resource development in resource-based cities recommendations.
