Abstract


The rapid development of network technology makes information-based managementcome into more widespread use. Information-based management can not only save costs,but also improve efficiency. In the field of university scientific research management,information-based management can accumulate data, gain management experience andimprove the quality of management. It can also promote information exchange, resourcesharing and scientific research development effectively.As the important work of university scientific research management, scientificresearch project management in the middle and late period will affect research results andresearch quality directly. However, both business management and data accumulation arecurrently still in the manual processing or semi-information processing status. This paperbuilds a management information-based system for actual needs of university scientificresearch project management in the middle and late period. Project management in themiddle and late period is the foundation and core of scientific research management and itsinformatization will support comprehensive informatization of university scientific researchmanagement.In this paper, in-depth investigation and research about various business and datainvolved in the university scientific research project middle and late period management areconducted, features of users at all levels and the relationship between users and variousbusiness processes involved in the system are also analyzed carefully, on the base of whichonline processing program of project management business in the middle and late period isdesigned. The business can be controlled based on finite state machine. Projectmanagement business in the middle and late period is audited level by level in the system.This mechanism makes business process more orderly and management process more open.It achieves that scientific research management person can supervise both process andresult of all kinds of business. In the business process, system according to different users,different business types and different business stages, provides different operations.Various business switches and transfers between different users according to actual needs.Business control is more accurate, flexible and user-friendly. Process control mechanismbased on finite state machine can fine control specific operations during businessprocessing in various stages and ensure that business can be handled properly. It has a high flexibility because it facilitates development when process changes. It is useful for smalland medium business process control. The system uses SSH framework based on JavaEEtechnology, with good scalability and maintainability. By the control of finite state machine,all project management business in the middle and late period, including mid-inspection,variation and end-inspection, can be handled in the system. Unified scientific researchproject middle and late period management of business and data is realized.
