With the rapid economic development of China,from the beginning of the 21st century, a large number of imported liquefied natural gas (LNG) to address the domestic energy market facing long-term supply and meet the requirements to improve the environment. By the end of 2010, China has been put into three LNG terminals, other eight constructing LNG terminals have been acquired national examination and approval, 12 large-scale LNG terminals are going to be proposed. After the completion of all projects, LNG will reach annual sales of more than 5,000 tons / year, which requires a large number of LNG carriers to complete the LNG transport.LNG ship with more features include complex structure, the construction of high quality, long cycle, tight schedule, involving professional wide, more cross-operating and complex work environment ,etc. If the security accidents happened after LNG ship delivery, it will result in significant economic losses and adverse social impact, therefore, executing the management of HSE is a very important in the process of construction supervision.HSE management system is a very important component of the LNG ship construction supervision management system, System highlight the prevention, high-level commitment, full participation, continuous improvement of management, establish a scientific HSE system project values gradually for the staff through continue advocacy, education, training and identification and evaluation of risk for the employees, achievement of thinking change for the staff from the "passive reception" to "active reception", provide a structured operational mechanism for the sustainable development of the project. At the same time, implementation of HSE management in the LNG ship construction supervision project, to establish a good social image for the companies, improve the enterprise’s social and economic benefits, to enable enterprises to compete in the international market with favorable conditions.In this paper, we study the HSE management in the process of LNG Ship construction supervision project, introduce the details of the HSE management of LNG ship construction supervision project, which include system development, implementation, control and improvement of relevant content, summing up the LNG Ship construction supervision project on the basis of HSE management experience, focusing on analysis of the project HSE management, quality control, schedule control and cost control as well as the relationship between the inter-linkages between them, the four are interrelated and mutually constraining, both against each other, and mutually consistent relationships. Through analysis of the relationship among the four contents go explore the HSE management system to bring real meaning to the project.At present, China’s shipbuilding industry about HSE management system is still in the research and trial and error in the initial stage, in the actual production operations can’t copy foreign machinery management system, according to their own conditions of project to the development of relevant HSE management system and continually tested by practice revised and improved, but its application is imperative. Combined with the current status of shipbuilding HSE management application, I believe that the LNG Ship construction supervision project HSE management should be to highlight the people-oriented, and implement program management strictly, reflecting the concept of sustainable development.
