Abstract


There are many questions in current achievement transformation in Institute ofOptics and Electronics (IOE),CAS, and other Institutes; the effect is more or lessunsatisfactory. Achievements transformation involves many aspects, but projectmanagement only one aspect or one of management.The paper analyzes several transformation projects to find common questions inthe funds, implementation process and the distribution of benefits, and to proposesolutions and make some support for project managers. The main contents are:1. Put forward the concept of achievement transformation through practice.Many so-called achievements transformation cannot be called achievementstransformation, regardless of the use of scientific management and preferential policies,ultimately, the desired objectives cannot be achieved. This is not the failure of theachievement transformation, but the initial definition is not accurate.2. An overview of achievements transformation is presented of IOE status. Someachievement in IOE is converted to industrial projects successful, but others are failed,countless scientific and technological achievements are still on the shelf.3. Detailed description of achievement conversion of IOE is presented objectivelyand accurately.4. Analysis several transformations is made to find some common questions inthe funds, implementation process and the distribution of benefits, and to proposesolutions.
