Abstract


Through years of development, cross-border education is no more than sending students abroad or accepting incoming international student. A new model which makes cross-border more flexible is educational program cooperation or distance education to replace student movement with program movement. To meet the international development trend, develop cross-border education and relieve domestic higher education resources pressure, China is devoted to expanding education opening up, in which, Sino-foreign Cooperation in Running Schools has proved a good development, and become a important part of higher education of China. With its fast development, quality guarantee and students cultivation of Sino-foreign Cooperation in Running Schools are not only a purpose of government and colleges and universities of both parts, but also a key to guarantee students’ interests and further development of Sino-foreign Cooperation in Running Schools.Some problems appeared with the development of Sino-foreign Cooperation in Running Schools, i.e. qualified education definition, educational welfare, profit, educational sovereignty and quality control. The very first work for Sino-foreign Cooperation in Running Schools is to improve a good quality guarantee system to ensure a sustainable development of Sino-foreign Cooperation in Running Schools.This thesis sets quality guarantee system as the target, from the view of cross-border education, it discuss analyzes the situation, development trend, reason, policy history and key point of Sino-foreign Cooperation in Running Schools. With case study of Yangzhou University’s program with Charles Sturt University in Australia and experience from Australia higher education quality control, it offers advices on how to improve quality guarantee of Sino-foreign Cooperation in Running Schools to guide a sustainable development of Sino-foreign Cooperation in Running Schools.
