Abstract


Rural human capital as well as the existing stock of human capital, that is human capital accumulation condition, on the other hand performance for the human capital flow, namely the situation of investment of human capital. Rural human capital investment mainly include formal education, job training, health care and transfer. China’s rural population, labor force is large in quantity, the prevalence:low educational attainment; rural labor occupation lack of professional skills and technical training; rural medical care conditions and lack of facilities, the labor body poor quality; urban and rural labor market segmentation result in labor transfers difficulty, etc.. These problems have seriously restricted the rural human capital investment level. How to solve this problem has become a concern of this paper.After the research, the article offers the following point of view:1. Human capital investment to the farmer takes off deficient to plays a very important role, which is composed of human capital itself has the features and functions of the decision, it can improve impoverished population health stock, stock of knowledge, and provide sustainable livelihoods, and contains the concept of development.2. Stage of Fujian province has been in the development of human capital in the countryside for a larger investment, has also made remarkable achievements, with the process forward, has shown the following characteristics:local talent to become the main force of prefectural region economy; science and technology correspondent mining in less-developed regions human resources; expert services group set up in collaboration. Bridge; the transfer of rural labor force to greatly accelerate the speed; rural labor flows mainly the coastal city.3. Fujian Province in education investment, training investment, health investment and investment flows exist some problems. In the educational investment problem mainly for small scale and efficiency is not high; in terms of training the existence of the imperfect system problem; in health investment performance for small scale of investment, this very much depends on the degree of farmers and the government over its degree of attention; in the current investment is insufficient, farmer investment channels is not clear. 4. The face of Fujian province countryside human resources development existing problems, this article from the aspects of human capital investment and puts forward some countermeasures, including change farmer idea, perfect system, accelerate the development of rural education, diversified investment main body and the improvement of health care system.
