Abstract


Over the past 20 years, the Social Security System Reform tremendous results with many issues exist , the whole system is still in the direction of reform among policy options . Reform is the appearance of insufficient funds , the underlying causes is the responsibility ill , the study of the structure and the social security system should be run from the decomposition of the body and stripping system to start , to distinguish between the various systems of the body nature of their inter- linkages . Governmental mechanisms and market mechanisms are modern social security system in operation two basic mechanisms . Market mechanism market failure exists , determine the mechanisms involved in the government social security inevitability ; government mechanisms exist government failure , determine the social security market mechanisms regression inevitability double failure determines the existence of two mechanisms must be modest selection. Governmental mechanisms in social security should be closely combined with the market mechanism , establish a way to promote and improve each other's modest selection mechanism, improve the social security system 's primary task is to clear the government 's responsibility in social security , which define the government functions and play a role in a range of market functions . Firstly, from an economic perspective Social Security respective government and market flaws and failures , as well as the need for a combination of both , indicating that social security government and the market can not function independently of the nature of the reasons , then analyzes the impact of social security government and the market play a role in several important factors , then introduces several typical type of social security system the responsibility of the government and the market, how the division , through a comparative analysis of methods to present its country practices on the Enlightenment , on the basis of on China's social security system reform in government and the market should bear the responsibility and the role of in-depth analysis of our country 's social security system reform phase, respectively, from the development goals, system model , funding model selected angle , for different security projects , participating subjects and insured explore the role played by the government and market focus, put forward to solve the problem.
