Abstract


As a guideline proposed by the country,“The university student village officer Plan”is a win-win strategy to increase the university graduate’s employment level as well as to improve the rural development. This plan is also a significant measure to build the new socialist countryside. During the process of perfecting and promoting of this plan, the population of the“university student village officer”increases dramatically. According to some incomplete statistics, there are about 200,000 university graduates working in the frontline of the countryside.How about their performances in the practical work? Has it lead to some good results or if it just exists in name? To find answers to these questions becomes the initial motive of this thesis.Through a method combining the document analysis and the questionnaire survey, this thesis will comprehensively summarize and analyze“The university student village officer Plan”in terms of policy background, policy objective, implementation process and current situations.By using the theory of“public policy decision-making”,“Public policy implementation”,“measures of incentives”,this thesis tries to find out the obstacles during the implementation of“The university student village officer Plan”, analyze the causes and come up with the countermeasures to overcome these difficulties.After the analysis and summarization, the author has found that during the implementation of this plan, there are happiness and sadness, there are gains and losses. The university students working in the basis, conveying a group of high quality talents to the countryside, is essential to optimize the human-resource structure and improve the social and economic undertakings in the rural areas. At the same time, some problems have popped up such as: the university students’ideals have been restrained before the realities, their interests can not be ensured, some are not fully admitted by the local villagers because of their scarce capacity. Anyway, considering its trend and prospect, it is necessary to promote the“university student village officer Plan”and this plan surely would have a good potential. The plan is significant to reduce the employment pressure, to promote the rural economy and to improve the university students’own quality. Therefore, the“university student village officer Plan”is currently confronting some difficulties and obstacles. After more practice and with the supports from the government, university students and the countryside, this plan surely would develop and optimize, we believe that there would be a vigorous students village officers group with a moderate scale, good structure and high quality.
