Abstract


With the process of restructuring of industry and the issue of 3G licenses, the surroundings for the development of China Mobile has been changing dramatically. The global economic downturn, the popularization of mobile and the keen competition have exerted a significant influence on the development of China Mobile. Confronting with such a grim situation, in order to enhance the efficiency and effectiveness of development, China Mobile need to discard the rapid growth pace which purely rely on resources investment and focus on optimizing the allocation of resources and operating business prudently.It is crucial for an entity to take into account the principle of efficiency while solving more and more IT demands. High efficiency not only helps the company to gain favorable position in the competition but also helps it to make quick response to the requirements of market development. Only with a highly efficient IT support system can a company seize a critical opportunity in the telecommunication market. Therefore, it is imperative to initiate an operation mechanism for project management and plan the IT project requirement with rational and scientific method in order to improve the efficiency of resource allocation. In this paper, the process of IT requirement management, the model of comprehensive evaluation of project priority, the method of expert judgement and communication management programming are used during the stage of planning IT projects to optimize the resources allocation and enhance the development effectiveness. Simultaneity, in this paper, from the perspective of project management, an example is used to elaborate the planning of IT projects of Shanghai Branch of China Mobile Communications Corporation.In this paper, a comprehensive evaluation model of IT projects and an information communication system are established on the basis of the cost-benefit analysis, the methodology of professional assertion, the weighted method and the evaluation research method. A unique IT Project Planning (IPP) solution is designed for Shanghai Mobile according to the framework of the priority sequence of IT projects. Linking theory with practice, an example of ordering 28 IT projects by priority is used in the paper to demonstrate the feasibility and rationality of IPP solution. Based on the evaluation results, the sequence of the implementation of 28 IT projects is arranged and the detailed timetable for implementation is formed. According to the research of the application of IT projects programming, the allocation of resources is optimized scientifically and rationally and the efficiency of enterprises is improved, which will assist the company to strive to become a“Mobile Information Expert" in the near future.
