Abstract


As a great developing country, employment is a serious problem of perplexing the economic development for China all the time. After reform and opening-up, our country transfers center to economic construction. One of the important reasons among them, but pass faster economic growth rate, to create more openings, alleviate the pressure of employment. But the fact shows the economic growth have not means employment increases, especially in recent years, though economic fast growth, the pressure on employment is being strengthened constantly.There are complex nation and religion problems, unique regional and national characteristic in Xinjiang, which makes the employment of Xinjiang much more particular. To research the employment of Xinjiang is the demand of times and west development. Human research development is the key of west development. If the west human research has been developed in good measure, west development can gain healthy and sustainable development. As the important developing provinces of the western region, Xinjiang has released a large number of unemployed and formed a more serious employment problem in the past 20 year’s development.Based on the latest theory of the basis economic growth, and taking qualitative analysis and quantitative analysis, and introducing elasticity of employment and output elasticity of labor input, this research analyzes the interaction of economic growth and employment in Xinjiang, and then analyzes the employment absorptive capacity of tertiary industries in Xinjiang. This research finds economic growth can stimulate employment, while the driving economic growth of laborers investment is weaken. In addition, the employment absorptive capacity of tertiary industries is strongest, and the traditional industry of tertiary industries admits most labor force. Relatively speaking, new industry standing for industrialization has a low employment absorptive capacity.The reasons for these problems are unreasonable industrial instruction, the hysteric process of urbanization, incomplete labor market, human resources cannot adjust the changing industrial structure, technical progress and investment restricts the whole social employment. Finally, this study gives some suggestions to boost employment, which contains to optimize industrial instruction, to speeding up citilization, to improve regulatory metabolite of labor market, to develop frontier education to raise laborers’quality, to drive technical progress and to perfect investment management of Xinjiang.
