Abstract


In this paper, teachers' rotation system as the research object, the new institutional economics institutional change theory as the theoretical tools for document analysis and interviews as the basic research methods, teacher rotation system constructed theoretical framework , and as wheels for teachers Gang dynamic mechanism of institutional change , path dependence and path selection for analysis , in order to go beyond changes in teachers ' rotation system exists path dependence, while improving teachers' rotation system itself. Including external power under the dual role of some of China's local governments learn from foreign advanced experience , based on the ongoing exploration mandatory rotation of teachers to promote institutional change . However , due to cost factors, interests and ideological factors, the rigidity of entrapment , while compulsory institutional change have its own inherent flaws , our teachers rotation system changes in ideas , institutions and subject behavior these three aspects show a certain path-dependent phenomenon : the traditional \measures imperfections . To get rid of path dependence, we can see from the following three aspects of path selection : First , to promote the ideas of breakthrough ; Second , improve teacher rotation itself and its supporting systems ; Third , to achieve changes in the way teachers shift rotation system by compulsory institutional change to the mandatory system changes induced institutional change with a combination of changes.
