The rapid development of the current world economy , China's industrial structure , changes in demographic factors , etc., so that China's domestic enterprises are facing increasingly complex business environment , the increasingly competitive market . Electricity companies are no exception . With the deepening reform of the power industry and power development needs of enterprises , to the smart grid of the environment has been developed and has much to offer , the power management of the enterprise must be taken relatively effective measures to change the existing management concept , the liberation thinking, enhance operational efficiency, armed himself with a strong vitality into the part of the smart grid . In this century, human resource is the most important resource , which has been recognized by many companies , so many companies are trying to be the company's human resources management reform , and thus enhance the industry 's position . But there are many ways of reform , is now discussed in this thesis HR outsourcing is a good approach to reform . However, the current research on human resources outsourcing is still at a preliminary stage. HR outsourcing decisions on how the system , the manner in which human resource outsourcing management is still the current problems to be studied . This paper describes the background of the current study , and secondly, introduces the theory of human resources outsourcing and project management theories ; then introduced the power status of human resource management , power companies in this regard that the possible problems ; finally, this article from the perspective of project management , project management, in accordance with the requirements and procedures of the power of human resources outsourcing of the system described, including the introduction of analytic hierarchy process of human resource outsourcing decision analysis , fuzzy comprehensive evaluation method for human resources outsourcing content analysis , the introduction of integrated multi- weighted index group decision making method of outsourcing vendors choice analysis ; final outsourcer services and the project's evaluation .
