Abstract


Since the second half of the 20th century, organized volunteer activities have flourished and become a new movement sweeping the globe. Volunteer service is increasingly becoming an important part of daily life. Voluntary organizations also become an important civil power in solving social problems and promoting social harmony. Volunteer service effectively makes up for the inherent weaknesses of the market mechanism and the government mechanism, proving to be an important supplement of the "market failure" and "government failure". As a representative of the third force, volunteer service is expected to become a regulatory mechanism to achieve balance and effectively supplement the deficiencies of the market and the government. In fact, just like "market failure" and "government failure", the third force also shows "voluntary failure". It is in this context that Lester M. Salamon first proposed a "voluntary failure" concept, and a theoretical elaboration.Shenzhen is the first city to carry out volunteer service in mainland China. Shenzhen Volunteer Association is the first voluntary organization engaged in volunteer service in mainland China. Currently, the development of volunteer service in Shenzhen holds a leading position in the country, but there are still imperfections. This paper takes Shenzhen Volunteer Association for example to carry out a research of voluntary failure in voluntary organizations.The article is divided into five parts:The first part is the proposing of voluntary failure, in which related concepts are explained and defined, research ideas and frameworks are formed. The second part describes the theoretical support for the study. The third part introduces the Shenzhen Volunteer Association’s general conditions. The fourth part takes the Shenzhen Volunteer Association for example to analyze the situation and causes of voluntary failure. The fifth part presents some specific recommendations.
