Abstract


Ecological barrier of the northern Inner Mongolia Autonomous Region, both the countries , and is a resource -rich region . Since the beginning of the new century , based on a wealth of natural resources , Inner Mongolia Autonomous Region, the scale of investment rapid growth , high economic growth , the strong momentum of development . 2002 to 2009 , for eight consecutive years , the growth rate of economic development in the country to maintain the first . However , the rapid economic growth at the same time , the income of herdsmen did not synchronous growth , both showed obvious incongruity . Economic growth and herdsman income increased speed is not synchronized , most herders do not share fully in the benefits of economic development , and even part of the herders falling living standards , contusion herders actively involved in the reform and productive labor , is not conducive to social stability and unity , is not conducive to the coordination of economic and social sustainable development . Inner Mongolia grassland region mining and industrial development of the local economic growth and herdsman income is necessary , adjust its government to develop policies , reasonable adjustments to the relationship between economic growth and herdsman income , comprehensively improve the pastoralists quality of life , keep the border areas, wealthy and stable positive practical significance .
