Abstract


with the development of open-door policy, railway ,electric power, war industry has got the attention of scholar. These special enterprises had been unclose the veil of state-owned enterprises, and become an independent researching body. but reaching on special enterprises was limited in china law circle , the scholars have pay attention to the basic problems ,for instance concept, classification, domain. and there is no reach on economic obligations of special enterprises , the insufficiency of theoretic researching result in problems of managing . In my opinion , special enterprises are the important mode of the government to maintain citizens’legal rights and benefits. We established special enterprises by special object , so they should fulfill the function of providing common goods and services. so I choose this issue as my thesis .this thesis wrote in this way .first ,I introduce some important concepts ,after analyzing the status of rights and obligations of special enterprises ,we get the conclusions, the character of obligations of special enterprises are sociality, particularly , they have to forbid violating the power of operation of other enterprises and maintain the rights and benefits of the customers. Only in this way , can the special enterprises fulfill their obligations comprehensively , and the citizens’basic rights and benefits can be protected .In the first part ,I introduce the concepts ,areas ,characters ,and the relationship of special enterprises and state-owned enterprises. In the second part ,I analyse the reasons of bearing economic law obligations .special enterprises has monopoly management right, but they did not perform the functions of intervene economic living, offering common goods and services. they did not implement economic law obligations .In the third part, I deem that the character of obligations of special enterprises is sociality, special enterprises should set the goal of safeguarding the basis economic rights .In the fourth part ,I conclude six important economic law obligations .including forbid misusing market whip hand, guarantee the rights and benefits of customer and so on.In the end ,on the basis of summarizing the thesis, I get the conclusions.
