Abstract


In recent years, Hunan Province, the service industries has been sustained and rapid development, value-added services in Hunan Province in 2005 has reached 264,048,000,000 yuan for 1980 of more than 78 times. In order to maintain the sustainability of growth in the services industry addition to understanding the growth rate, more attention should be given to the formation of growth factors, that is, to judge by the growth of the main cast who led the extensive growth, mainly as a result of efficiency or contributed to the intensive growth .How to better service industries in Hunan Province from extensive to intensive growth mode transformation, is to maintain sustained and rapid development of service industries in Hunan Province key. In this paper, the basic topics in the hope that the ideas to solve this problem can draw some experience and learn from policy recommendations.First of all, this paper, the use of DEA-based non-Malmquist index parameters studied in Hunan Province 1996-2005, the service industries in 9 of total factor productivity change in the situation and will be broken down into its technical efficiency and technological progress. The results showed that :1996-2005 services in Hunan Province, the average total factor productivity growth rate of 5.8 percent, mainly on a technical efficiency improvement, the average growth rate of 2.9 percent over the same period of technological progress, the average growth rate of 1.8 percent. The article went on from the human capital, the proportion of state-owned enterprises, government consumption (percentage of GDP and government consumption), the degree of market opening, the degree of industrialization and development of the 5 aspects of the impact on total factor productivity of the factors that empirical research through quantitative and qualitative analysis , From which to explore ways to improve the services industries in Hunan Province of total factor productivity index, the results showed that: the service industries in Hunan Province on total factor productivity significantly since (including positive and negative effects of the role of) the role of human capital factors, government consumption, Market openness, industrialization. One human capital, market openness, industrialization is the service industries in Hunan total factor productivity since a significant positive role in promoting the government is a consumer services Hunan total factor productivity has a significant negative effect. Finally, the article raised in Hunan Province to enhance the efficiency of the service industries growth policy recommendations. Hunan Province can improve the quality of human resources and speeding up the reform of state-owned enterprises, optimize the structure of property rights and raise the level of industrialization, as well as to continue to expand, and so raise the level of opening up the service sector in Hunan Province to upgrade the level of productivity.
