Abstract


Agent construction system is one of Chinese government’s institutional innovations in investment management. The publication of the system is to achieve the goal of investment control, investment efficiency growth as well as administrative level increase through the construction mechanism with contract management at its core. Due to the fact that the implementation of the system is still in the publication period, misunderstanding and problems are inevitable in the concrete operational process. It is of vital significance, both theoretically and pragmatically, for the promotion of management by agent construction system to analyze the above-mentioned problems and to study models of the system.Starting by analyzing the fundamental theories of agent construction system, the first part of this thesis is dedicated to the elaboration of the background and the status quo of the system in China. Detailed explanation is given to the concept, adoptable field, contract, administrative patterns, status quo and implementation patterns of the system. The difference between agent construction system and entrusted management, merits and demerits of the existing agent construction pattern are also analyzed in this part.In the second part, through introduction of the agent construction management in one of the hospitals in Beijing, this thesis elaborates on how to invite bidding agent construction units as well as their professional management means. Through evaluation of the agent construction management project in the hospital, the advantage of implementation of the system by governmental investment is analyzed, the existing problems in the process is highlighted, such as: non-availability of explicit legal reference and concrete operational pattern, excessive low fee-charging standard, etc. The major causes and solutions of the above problems are also explored and studied in this part.In the final part, the idea of this thesis is highlighted, i.e. in order to give full play to the agent construction system in government-invested projects, existing problems in the system should be solved and relevant laws and regulations should be perfected.This thesis is of certain value to the implementation of agent construction system in project management, thus the expected goal of thesis study is hereby achieved.
