Abstract


Combined with China urbanization process, the municipal public infrastructure projects as government investment in the construction of non-operating items, play an important role in the national economy. Exceeding investment,exceeding scale and exceeding standard,has partly taken place in the construction of our government investment project for a long time. Apparently,the reason is the deficiency of restrictive mechanism for government investment. Construction agent system should make a further change in the government function. Meanwhile,it can change the every kind of irregularity in the traditional project management mode of government investment items. This thesis research and innovation are as follows:This thesis discusses the present domestic are promoting a government investment projects management mode - acting system is analyzed and studied. In order to study the municipal public infrastructure investment projects commissioned the project management mode, this thesis starts from the government investment projects, the government investment projects, the characteristics and the concept of developed countries and regions of government investment projects management mode analysis and experience, prompting developed market economy countries and areas of government investment projects in China’s management style. Then from acting system’s concept, the characteristic of government investment projects for this unit management mode, the necessity and feasibility of government investment projects and the implementation of system management mode and the present generation system with practice, research institutions established feasible analysis of government investment projects in the necessity of implementing agency and development prospect in practice and the problems existing in the process. According to the decision-making mechanism, substituting construction in this paper on the basis of literature study, focus on the question of choice is established, based on the analytic hierarchy process and fuzzy comprehensive evaluation of the people, and the evaluation method of government investment projects were introduced in the decision-making process. Because the core is acting system using incentive and restraint mechanisms of principal-agent system design and innovation of the system, and the incentive-restricted mechanism, this thesis tries to establish a set of effective incentive and restraint mechanisms, from generation to generation shall build system of the interests of the poor, to standardize the Angle of the agency, the loss is minimized, from the overall efficiency to achieve that goal, the government investment benefit entrust the new system to get more support and better meet the practical demand. Finally, using the method of analysis in municipal public facilities, entrust the project management from the main problems in the construction of management modes and mechanism of concrete research.
