Abstract


Civil disobedience cases in recent years can be found: there is a reality of the conflict between the civil servants to obey the obligation and disobedience rights; higher level decisions, orders illegal or the existence of a general error, the lower-level civil servants facing obedience and disobedience dilemma. Explore the causes of this dilemma and practical significance. Obligations of obedience and disobedience to the right of civil servants to define and confront life on the basis of classification, in three cases, for example, to analyze the reasons for the emergence of obedience and disobedience dilemma introduced obedience and disobedience in some countries and regions and from the three levels of the system, the civil service and the public a way to solve this dilemma.
