Abstract


Performance evaluation to improve the operational efficiency and work quality of the Administration for Industry and Commerce , to strengthen incentive and supervisory role to promote scientific administration , institutionalization , standardization and modernization have an important role , but the assessment of the performance of the staff of the Administration for Industry and Commerce , the long-term existence of the lack of a unified design , assessment objectives are not clear , scientific index system , the appraisal process is not standardized , availability and poor examination results . In this paper, the actual situation of the Shenyang North Branch of Business Administration , the analysis of the problems and the reasons for the original performance appraisal system ; design idea of the performance appraisal improvement projects , system framework and flow chart ; determine the performance appraisal index system ; improved method of performance appraisal system . This paper uses a project management approach in the design of the project , work breakdown structure (WBS) and Gantt chart to a clear project plan analysis plan ( P ) , the implementation of (D), check (C) and summary (A ) the specific problems of each stage and the PDCA cycle project management methodology . Finally , the analysis and evaluation of project management and implementation effect . Shen the North Business Administration Branch performance appraisal improvement projects implemented to good effect , to achieve the desired purpose . The project design ideas and methods available to draw public affairs management authority .
