Abstract


Background: Performance Evaluation of AIDS prevention and control is an effective way to improve the AIDS resource utilization efficiency and comprehensive AIDS prevention and control work quality. The study is divided into three stages: the first stage is to build a performance evaluation index system of comprehensive HIV prevention AIDS prevention and control performance evaluation index system; second stage is the development of various indicators measuring method (including definitions, formulas, methods of measurement, information sources, measurement frequency, etc.) and measurement tools; The third stage is a field test of the indicators. Three expert consultation and statistical analysis in the first stage of the work, using the Delphi method to establish a performance evaluation index system framework of AIDS prevention and control, including needs assessment, organizational guarantee for evaluation, the evaluation of prevention and control activities, control effect evaluation, economic evaluation, satisfaction and response evaluation of the six-level indicators and 52 secondary indicators. In this study, Development and Field Tests for evaluation and economic evaluation of prevention and control activities in the second and third stages of two types of indicators measuring method and measuring tools. Objective: This topic will be the study of the performance evaluation of AIDS prevention and control in the prevention and control activities evaluation and economics evaluation to formulate the definition of the two types of indicators, measurement methods and tools of calculation formulas, information sources, and select the scene to verify the indicator information channels, methods and costs of collection, to explore indicators of scientific, feasibility and operability, in order to identify the main problems and solutions of the indicators in the information-gathering process, the two types of indicators to be modified and improved. : Review of the literature and innovative design, develop two types of indicators of measurement methods and tools of evaluation and economic evaluation of prevention activities; followed through seminars and expert consulting to modify the indicators and their measurement methods and tools; basis of carried out on the field test, measurement methods and tools developed to investigate the target organizations and target populations, and verify the scientific and feasibility of the two types of indicators, to identify the main problems and solve metrics collection process and through on-site interviews method, the final completion of the study of the indicators. Results: (1) to formulate a definition of prevention activities and economic evaluation of two types of 15 indicators, calculation formulas, information sources and measurement methods and measurement tools collect information; (2) further experts to discuss and comment on those STD clinics institutions in the two types of indicators by the unit cost of the proportion of technical audit practices and integrated control effect two indicators, the feasibility and poor, be deleted; frequency of the local mass media AIDS awareness education floating population places to carry out the proportion of AIDS awareness education year follow-up of AIDS patients and infected with follow-up visits were follow, VCT points, to accept the number and proportion of methadone maintenance treatment, the proportion of local maternal HIV screening, AIDS / patients receiving nine indicators of the proportion of anti-opportunistic infection treatment, infection and patient treatment unit costs, capacity building and management costs \\methods and measurement tools has better scientific and feasible, reliable source of information, and the lower cost of collection. After the test, modify the name of the three indicators, adjust the five indicators of measurement methods and tools. Conclusion: prevention and control activities in this study, as amended, and economic evaluation of two types of indicators has better scientific and feasibility, operability strong indicators developed measurement methods and tools, information collection channels open and relatively low cost. Economic Evaluation of indicators to examine the efficiency of the comprehensive prevention and control work, appropriate resource allocation and utilization of the validity significant, this topic is still in the initial stage, as the prevention and control work progress continuously modified and improved.
