Abstract


It is a big problem for China to totally improve the level of program management for government investing project and increase the economical benefit and social benefit of government investing projects. It is also a challenge for China to expedite the cause of internationalization in the field of program management for government investing project and make it accord with the rules of WTO. So since 1990s Chinese government has adopted the agent construction system in some government investing projects. Though the implement of agent construction system can solve the malpractice of government investing projects caused by confusion of investment construction and operation in the traditional mode, there are still many problems during the application. The agent construction system is an emergent thing for us, though it has been researched and used in many provinces and cities, it is not enough, By now there is still no systematic research on it, and it is lack of practice as well.In the first part, this thesis introduces the concept, scope and characteristic of government investing project, summarizes the traditional management method of government investing project and its problems.In this article, traditional government’s project management methodologies are analyzed from its definition, scope and other characteristics, some defects of those methodologies and their consequence are outlined. To alleviate those defects, the agent construction method and 3 branches of it are introduced and compared. As the agent of Guangzhou government, Guangzhou Major Public Construction Projects Office practised the agent construction method in Guangzhou higher education mega center、Baiyun International Convention Center. In those casestudies, the benefit and defect of this method are validated, and some improvement solutions are proposed.
